　“海外智力為國(guó)服務(wù)行動(dòng)計(jì)劃”（簡(jiǎn)稱海智計(jì)劃）由中國(guó)科協(xié)與35家海外科技團(tuán)體于2003年12月共同發(fā)起，2004年2月正式啟動(dòng)實(shí)施，得到國(guó)家中組部、人事部（現(xiàn)人社部）支持。海智計(jì)劃旨在發(fā)揮橋梁紐帶作用，加強(qiáng)與海外華人科技團(tuán)體的聯(lián)系，充分發(fā)揮海外人才和智力優(yōu)勢(shì)，發(fā)動(dòng)全國(guó)學(xué)會(huì)和地方科協(xié)共同參與，為海外人才回國(guó)工作、為國(guó)服務(wù)搭建平臺(tái)。海智計(jì)劃和海外科技團(tuán)體本著 “團(tuán)結(jié)奮斗，愛(ài)國(guó)奉獻(xiàn)”的精神，遵循“平等、互利、開(kāi)放、務(wù)實(shí)、守法、共贏”的原則開(kāi)展合作，通過(guò)開(kāi)展多種形式的學(xué)術(shù)交流、項(xiàng)目合作、技術(shù)咨詢、技術(shù)引進(jìn)和專項(xiàng)考察等活動(dòng)，為國(guó)家社會(huì)和經(jīng)濟(jì)建設(shè)貢獻(xiàn)力量。

　　海智計(jì)劃工作得到中組部、人社部的支持和肯定，中國(guó)科協(xié)主要領(lǐng)導(dǎo)主抓海智工作，各有關(guān)部門積極參與，各省市自治區(qū)和主要城市科協(xié)都把海智作為重要工作抓手；中國(guó)科協(xié)“十二五”規(guī)劃和“十三五規(guī)劃”中，海智計(jì)劃都被列為重點(diǎn)任務(wù)之一。中組部轉(zhuǎn)發(fā)的“中央人才協(xié)調(diào)小組人才工作重點(diǎn)”明確指示：要繼續(xù)推進(jìn)海智計(jì)劃。國(guó)家“千人計(jì)劃”網(wǎng)站和宣傳冊(cè)均對(duì)海智計(jì)劃進(jìn)行介紹和報(bào)導(dǎo)。國(guó)家人社部每年召開(kāi)的“留學(xué)人員回國(guó)服務(wù)工作部際聯(lián)席會(huì)議”都對(duì)海智工作予以表?yè)P(yáng)和肯定，在工作要點(diǎn)中明確中國(guó)科協(xié)的任務(wù)。

　　自2004年啟動(dòng)至今，海智計(jì)劃在引進(jìn)海外技術(shù)項(xiàng)目、推薦適用人才、為地方政府提供咨詢服務(wù)、培養(yǎng)高端人才、提高國(guó)內(nèi)學(xué)術(shù)期刊水平等方面做了大量工作：

　　1.聯(lián)系的海外科技團(tuán)體從最初34家到目前92家，遍及主要留學(xué)國(guó)家。聘請(qǐng)71名海外科技團(tuán)體的代表作為中國(guó)科協(xié)海智專家；

　　2.在全國(guó)18個(gè)省區(qū)建立起54個(gè)海智計(jì)劃工作基地，每年接待海外科技人員從最初的幾十人次到2015年近2000人次；

　　3.承擔(dān)千人計(jì)劃窗口工作，向中組部推薦高層次人才，宣傳引才引智政策，反映回國(guó)人員的訴求；

　　4. 共組織海外咨詢建議254項(xiàng)，編輯5本咨詢建議集。部分以“海外科技工作者建議”報(bào)中國(guó)科協(xié)，其中部分以“科技工作者建議”報(bào)中央后得到中央領(lǐng)導(dǎo)批示；

　　5.圍繞重點(diǎn)關(guān)注的問(wèn)題開(kāi)展專題調(diào)研：能源生態(tài)環(huán)境、海歸企業(yè)創(chuàng)新、海外人才戰(zhàn)略、生物醫(yī)藥健康、海外技術(shù)引進(jìn)。邀請(qǐng)海內(nèi)外專家共同參與，提交調(diào)研報(bào)告。其中海歸企業(yè)創(chuàng)新調(diào)研報(bào)告獲得李克強(qiáng)總理和劉延?xùn)|副總理的重要批示；源于能源生態(tài)環(huán)境調(diào)研成果的太陽(yáng)能提水灌溉項(xiàng)目獲得2014年“聯(lián)合國(guó)人居環(huán)境綠色技術(shù)獎(jiǎng)”；

　　6.利用海智專家的海外優(yōu)勢(shì)資源，緊密結(jié)合地方經(jīng)濟(jì)建設(shè)需求，在各地輪流舉辦國(guó)際應(yīng)用技術(shù)論壇；

　　7.鼓勵(lì)和支持海智專家回國(guó)創(chuàng)業(yè)，在條件成熟的點(diǎn)建立海智專家示范項(xiàng)目；

　　8.通過(guò)海智簡(jiǎn)訊（月刊電子刊物）、海智網(wǎng)站發(fā)布信息，通報(bào)工作進(jìn)展，發(fā)布人才、項(xiàng)目需求信息，幫助實(shí)現(xiàn)人才、項(xiàng)目對(duì)接；

　　9.2015年開(kāi)始，探索啟動(dòng)“海外人才離岸創(chuàng)新創(chuàng)業(yè)基地”工作，先后選定各具特色的上海、深圳、武漢、蘇州四地開(kāi)展試點(diǎn)工作。

　　海智計(jì)劃圍繞黨和國(guó)家人才工作、經(jīng)濟(jì)社會(huì)建設(shè)發(fā)展大局，開(kāi)展了豐富多彩的活動(dòng)，成為促進(jìn)海外人才創(chuàng)新創(chuàng)業(yè)、推動(dòng)科技和產(chǎn)業(yè)項(xiàng)目合作的重要平臺(tái)。

　　Introduction of  HOME Program

　　“HOME Program”, jointly initiated by the China Association for Science and Technology (CAST) and 35 overseas Chinese professional organizations, was officially inaugurated in Beijing, China in February, 2004. With the support of the Central government and local governments across China, “HOME Program” serves as a hub of innovation and entrepreneurship for overseas professionals with science and technology background to serve and to engage them in the social and economic development in China.

　　In the past 12 years, “HOME Program” has organized various activities helping overseas professionals to conduct academic and technology exchanges and cooperation, project collaborations, setting up business start-ups, inspection trips, survey and training programs and business consulting in China with the concerted efforts of its 50+ HOME Program Bases managed by CAST local branches throughout the country.

　　HOME Program has conducted several inspection trips with delegates from overseas to various Chinese cities and regions focusing on major issues such as energy ecological environment, innovation and entrepreneurship of oversea returnees’ enterprises, oversea talents strategy, bio-pharmaceutical and life science, and overseas technology transfer, and provided effective consulting to both government and business sectors. Many Chinese leaders including Premier Li Keqiang and Vice Premier Liu Yandong have responded most favorably and given precise instructions for related ministries and institutions to follow up. As a result of the energy ecological environment inspection trip, a solar powered pumping irrigation system was set up as a model project in Qinghai province, and won the UN Green Technology Award of Human Settlement in 2014. “HOME Program”has established several  other Model Projects ranging from water treatment, Industrial waste treatment，modern farming, robot and artificial intelligence and technology transfer, to name just a few.

　　As an important part of the Strategic Cooperation Agreement between CAST and the governments of Shanghai, Shenzhen and Hubei, “HOME Program” has set up a pilot project entitled “Offshore Innovation and Entrepreneurial Base for Overseas Professionals” in each city and province, aiming at attracting more and more overseas professionals to conduct business in China on these platforms with more favorable policies and business infrastructures.

　　“HOME Program” is a service platform for overseas professionals with science and technology background, and CAST is the HOME for science and technology professionals all over the world.
